It sounds like your daughter is simply in development. Might I ask which agency in SF? I know a few good ones there.

It may seem frustrating to continue to get tests, and no work, but soon she will be camera ready. Her age - and likely maturity - are a factor here. They may be wanting to verify she's serious.
